神奈川県大磯町の２つの町立中学校の給食で大量の食べ残しが続いている。なぜこのような事態になっているのか。学校を取材すると―
■神奈川・大磯中学校。お昼過ぎ、クラスは給食の時間を迎えた。この学校の給食は、県内の給食業者に調理と配送を委託する“デリバリー方式”を採用している。
■この日のメーンは、カレー風味に味付けしたイワシの団子。副菜はほうれん草とじゃこの和え物や大豆の五目煮だった。
■みんな、おなかが空いていると思いきや、あまり箸がすすまない生徒も―
■生徒ら「まだおいしい方だよね」「うーん、でも昨日よりは良かった」
■ごはんやおかずを残している生徒も多く、給食を食べきらず、早々に片付けを始めてしまう子どももいた。空になった器もあるが、中にはほぼ手つかずのものも。
■いま大磯町内の大磯中学校と、同じ給食を食べる国府中学校で、“生徒たちが給食を大量に食べ残す”という異常事態が起きている。
■今年、ＰＴＡ関係者によって撮影された国府中学校の１クラス分が食べ残した給食の写真では、３６食のうち、きれいに平らげているのは、たったの３食だった。
■大磯町によると、今年５月からの２か月間の食べ残しの割合を示す「残食率」は、平均で２６％。全国平均の６．９％と比べても突出して高い数字だ。
■最も高かったのは、「てりやきハンバーグ」が提供された５月末。この日は５５％にまでのぼったという。
■生徒ら「実際おいしいとは言えないですね。冷めていたり、味のバランスがだめだったり」「中学生が好むような味付けにしてほしいと思います」
■２校の給食は、県内の給食業者に調理と配送を委託しているが、味や献立を指示しているのは大磯町だ。
■生徒たちは、なぜ給食を残すのだろうか。そこには、町が決めた“ある理由”が関係していた。
■大磯町教育委員会・仲手川教育部長「今『食育』の必要性がさぐられていて、体に大事な栄養素をバランス良くとることがどういうことかというのを、給食を通じて身につけていただく」
■子供たちの健康のために給食に「食育」を導入し、塩分などを抑えたメニューにしたためだという。また、給食が冷たい理由については、衛生上の理由から１９℃以下で運搬しているためだという。
■給食を作っている業者「食べ残しが多いことは、大変残念に思っている。教育委員会と協力して、残食率が減るように改善していきたい」
■町は今後、温かい汁物の導入や、弁当を持参できる選択制なども視野に入れて、検討するとしている。
