US Targets Chinese, Russia Entities for Helping North Korea
The US has imposed sanctions on 16 Chinese and Russian companies and individuals accused of helping North Korea develop missiles and nuclear weapons, as the Trump administration ratchets up pressure on Pyongyang following the regime’s recent intercontinental ballistic missile tests.
Military tensions between the United States and North Korea increased after President Donald Trump promised “fire and fury” in response to President Kim Jong-un’s threats to fire missiles at Guam, a U.S. possession in the western Pacific.
The sanctions effectively block their targets from accessing much of the global financial system, as well as freezing any United States assets.
Among those blacklisted are a company based in Hong Kong accused of helping finance Pyongyang’s ballistic missile program; three Chinese coal companies that the US says imported almost $500 million in North Korean coal between 2013 and 2016; and a Chinese firm based in Africa that facilitates the employment of North Korean workers, whose wages go to Kim’s government.
Also targeted is China’s Dandong Rich Earth Trading Co.
The Treasury Department said the Bank of Dandong “acts as a conduit for illicit North Korean financial activity” and is “a foreign bank of primary money laundering concern”.
According to Politico, the sanctions target three Chinese companies believed to have imported some $500 million in North Korean coal and Russians who have been supplying Pyongyang with oil, among others.
All three helped North Korea generate funds that fuel its nuclear and ballistic missile programs, the Treasury said. They include one Namibia-based subsidiary of a Chinese company and a North Korean entity operating in Namibia.
A further Russian company and one of its employees were added to OFAC’s list of Specially Designated Nationals (SDN) and Blocked Persons for procuring metals on behalf of the Korea Tangun Corporation, a sanctioned North Korean company working under the DPRK’s Second Academy of Natural Sciences.

After President Trump promised “fire and fury” on North Korea, top US officials have said that military action against North Korea should only be a last resort, and getting assistance from China is seen as one of the only ways to plausibly keep up diplomatic pressure.
North Korea makes a lot of money – $1 billion per year, the Treasury notes – by mining natural resources and selling them overseas
