５日、関東地方などに大きな音とともに緊急地震速報が出され一時騒然となった。震度５弱以上の強い揺れが予測されたが、最大震度は茨城県で観測した震度３にとどまった。一体なぜ、このような事態が起きたのか？

【緊急地震速報に一時騒然】
５日午前、首相官邸で今年初めて行われた閣議。安倍首相が部屋に入ってくると、すぐに大きな音が鳴り響いた。携帯電話を確認する安倍首相。緊急地震速報が出されたのだ。安倍首相はすぐさま撮影を切り上げ閣議に臨んだ。
５日午前１１時過ぎ、関東地方と福島で震度５弱以上の強い揺れが予測されるとして、気象庁は緊急地震速報を出した。しかし、栃木・宇都宮市で揺れは観測されず、茨城・つくば市でも揺れなかったという。
実際、千葉県の成田市などでは震度１の揺れを観測。茨城県沖を震源とした地震でマグニチュードは４．４、最大震度は茨城・神栖市で観測された３にとどまった。
【２つの地震を同一と判断～気象庁】
なぜ、緊急地震速報では震度５弱以上の強い揺れが予測されたのか？午後３時過ぎ、気象庁は―。

実は、茨城県沖で発生した地震の３秒前には、富山県西部を震源地としたマグニチュード３．９の別の地震が起きていた。気象庁は、この２つの地震を１つの大きな地震と誤って解析し、揺れの規模を過大評価してしまったという。
【同様の例は過去にも】
こうした例は、２０１３年８月にもあった。このとき、気象庁は奈良県を震源とし、関東から九州地方の広い範囲で最大震度７の強い揺れが予想されるとして緊急地震速報を発表。しかし、震度１以上の体に感じる揺れは観測されなかった。
速報が出されたとき、和歌山県北部を震源とする地震が実際に起きていたが、ほぼ同じ頃に三重県沖の海底にある地震計にトラブルが発生。この時は、この地震計のトラブルと和歌山県の地震を、誤って１つの地震と判定してしまったことが誤報につながったという。

気象庁は、これまでもシステムの改修を進めてきたが、「技術的な限界もある」とコメントしたが、今後改善策を検討していくという。
