２３日、一部報道で「架空発注を行っていたのでは」と報じられた神戸市議会の橋本健市議（３７）。
“架空発注”と報じられたのは橋本市議が作成した“市政報告”。支援者などに向け自らの活動をまとめたチラシで、神戸市から支給された政務活動費から印刷代を支出している。
一部報道では、こうしたチラシの印刷の一部が架空発注ではなかったかと指摘されている。
ＮＮＮの取材によると、２０１２年度から３年の間に支出した印刷代のうち、架空ではないかと指摘されている印刷代は少なくともおよそ５８７万円にのぼる。
２３日午後６時、橋本市議が会見を開いた。
橋本健市議「架空発注という件については、否定をさせていただきます。すでに（チラシの）現物がありますので」

橋本健市議「これから何か示せる資料がないかなと、実際に印刷されている業者さんに問い合わせをして、何かお示しできるものがないか検討しているところ」
橋本健市議「（Ｑ：８万部、自分で投かんした？）そういうことです」
橋本健市議「（Ｑ：何万部も投かんする時間は？）責任を取らないといけないが、たくさん余っていたのは事実です」
余った“市政報告”のチラシは破棄したため、残っていないという。橋本市議は今後改めて説明するとしている。
