戦後７２年を迎え、高齢になった中国残留孤児が言葉や習慣の違いから介護施設などで孤立するケースが増えているとして、国は中国語を話せるボランティアを養成し、介護や生活の相談に応じる新たな事業を始めることになりました。
厚生労働省によりますと、終戦前後の混乱で旧満州などに取り残されたいわゆる中国残留孤児のうち４８００人余りが日本で生活していますが、平均年齢は７６歳となり、およそ４人に１人は介護が必要になっています。
しかし日本語にほとんど不自由しないという人はおよそ４割にとどまり、言葉や生活習慣の違いから介護施設や地域の中で孤立してしまうケースが増えているということです。
このため厚生労働省は中国語を話せる一般の人の中からボランティアを養成し、介護施設や介護を受けている自宅に派遣する事業を全国で新たに始めることになりました。
ボランティアには、中国残留孤児の歴史的な背景や介護保険制度について研修を行い、介護や日常生活に関する相談や、介護職員とのやり取りのサポートなどにあたってもらうということで、交通費や通信費は国が負担するということです。
厚生労働省は全国に７か所ある残留孤児の支援機関を通じてボランティアを募り、来年３月までに事業を始める方針で「介護が必要になっても安心して生活できる環境を整えたい」としています。
